For the past several years, the U.S. Army Corps of Engineers (Army Corps) has been broadening its Levee Safety Program through issuance of various guidance documents. The Army Corps is purportedly consolidating that guidance into , released in draft form and presently available for public comment through July 27, 2020. A review of the proposed EC reveals that the Army Corps has gone beyond already-issued guidance and seeks to impose new requirements or obligations onto local sponsors.
